We wish to reflect on the visionary leadership of Dr. Robert Westbury, who recently passed away on January 22, 2025.
As our first Board Chair, he was instrumental in establishing the foundation of our organization. His contributions helped ensure that evidence-based research played a central role in improving policies for children and families in Alberta.
Visionary leadership
Dr. Westbury served as Board Chair of PolicyWise from 2003 to 2009, known then as the Alberta Centre for Child, Family and Community Research. His visionary leadership was instrumental in developing a strong foundation for research-driven policy improvements in Alberta. He understood that strong policies must be grounded in evidence and worked tirelessly to ensure that research was accessible to decision makers and service providers.
In our first Annual Report, Dr. Westbury started his message by stating, “cherish the exceptions.” We have reflected on his words, integrating them into our beliefs regarding the importance of diversity and inclusion and the need to support the most vulnerable populations.
Under Dr. Westbury’s leadership, PolicyWise established key priorities, developed a strategic framework, and initiated groundbreaking research projects that continue to benefit Albertans today.

Dr. Westbury was an inspired choice as our organization’s inaugural chair. For six years, he used his well-honed governance skills to guide the organization from a concept to becoming a respected “go to” organization in a few short years. In that time, the Centre generated and mobilized evidence that informed many key policy decisions supporting Alberta’s children and youth.

A life dedicated to service
Dr. Westbury’s impact reached far beyond PolicyWise. He passionately advocated for education, the arts, and many other social causes. His dedication earned him prestigious honours, including:
- Alberta Order of Excellence (2012)
- Member of the Order of Canada (2011)
- Honourary Doctor of Laws Degree from the University of Alberta (2007)
- Grant MacEwan Outstanding Citizen Award (2006)
Dr. Westbury was also deeply committed to mentorship and community engagement. His guidance and encouragement helped shape the careers of many individuals who continue to advance child, family, and community research.
Honouring his legacy
To recognize Dr. Westbury’s lasting impact, PolicyWise established the Westbury Legacy Award. From 2009 to 2015, this award honoured individuals who demonstrated outstanding commitment to mentorship and research in Alberta. This award reflected Dr. Westbury’s lifelong belief in the power of knowledge and the importance of investing in future leaders.

Dr. Westbury was a dedicated champion for the well-being of children. As a founder of PolicyWise, he set in motion a foundation of research and data that continues to build impactful, sustainable social policies for communities and families.

Dr. Westbury’s leadership and vision shaped PolicyWise into the trusted organization it is today. While we mourn his passing, we also celebrate his extraordinary contributions and the many lives he touched. His leadership, generosity, and unwavering commitment to improving the lives of children and families have left an indelible mark on our organization and the province of Alberta.
